1. Maintenance allowance paid under Evacuation Scheme
Additional July to November totals £6,400.19.2d Australian. expenditure administratively incurred in evacuation scheme for the same period by the Finance Liaison Officer £414.4.4d. Australian. Repatriation of evacuees £302. 5. Od Australian. Copies of certified monthly claims, with supporting schedule, forwarded to Crown Agents for the Colonies by the Commonwealth Treasury up to and including August 1941.
2. All disbursements are made by the Commonwealth sub- Treasures on the authorities issued by Maughan and all such expenditure is subject to cash auditing in the normal course by Commonwealth Auditor-General Claims from sub-Treasuries are verified by Maughan against his authorizations and receipts from the payees and the allocation of expenditure is checked in his office before certifying Commonwealth claima. It will be observed that Commonwealth audits do not extend to correctness of authorizations or allocation of expenditure which can only be checked by Finance Liaison Officer. Any adjustment only affects the sub schedules and not total claims and in thesе circunstances it is suggested that it would be redundant to ask the Commonwealth Government to certify subsidiary statements.
3. It is proposed to forward certified claims together with supporting schedule of payments of maintenance allowances for September 1941. Payments made on account of family remittances, official and non-official, presumably recovered by the Hong Kong Treasury up to and including November 1941. Detailed list of allotments made from December 1941 is being forwarded to enable Crown Agents to debit officials salaries and record family remittances made on account of non-officials. From February 16th dependants of non-officials placed on maintenance allowance if not entitled to volunteer allowance. Details of other evacuation expenditures will accompany monthly Commonwealth statement of claims.
